Procurement

Brief introduction

Public procurement is the purchasing of works, services and supplies by public bodies. EU public procurement is an important part of the single market and is governed by rules intended to remove barriers and open up markets in a non-discriminatory and competitive way.

As an EU body, the EPPO is committed to respecting EU procurement rules when contracting economic operators (persons, companies or other legal entities), respecting the key principles of transparency, equal treatment and widest competition, proportionality and sound financial management. 

The choice of the procurement procedure, the required publicity and the kind of contract to be used depends mainly on the value of the purchase, its subject and repetitiveness.

Legal basis

Our procurement procedures are governed by Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union and the EPPO Financial Rules  and respect the basic principles of transparency, equal treatment and widest competition, proportionality and sound financial management.
